NCAA Central Collegiate Ski Association Meeting Minutes from June 12, 2004
Teams representatives present:

Treasurer's Report
 - Overview: Reviewed the 2003-2004 budget report and the 2004-2005 budget forecast.
 - Motion to approve the 2003-2004 budget report as is: Dave  2nd: Joe  Motion passed with all in favor
NCAA Skiing Committee
- Overview: Sten reviewed the current voting committee and the issues of regional allocations for the NCAA championships and altitude conditions.  The qualifications for the NCAA Academic All American athletes and the possibility of the central region hosting the NCAA championships were
discussed.  Joe Haggenmiller will be the central region representative on the NCAA Skiing Committee for the following years.  Lengthy discussion on regional allocations.

Schedule
- Overview: Lengthy discussion regarding the race sets to be used for NCAA qualifications.  It was decided that MI Tech will host the region race.  The Five CCSA NCAA qualifying events:
1. 2 races at US Nationals Jan. 4-6
2. SuperTour at Mount Itasca in Grand Rapids, MN, Jan 22-23
3. SuperTour at Telemark in Cable, WI, Jan 29-30
4. St. Cloud, MN, Feb 12-13
5. CCSA Regionals, Houghton, MI, Feb 19-20

- Motion to accept the schedule: Dave 2nd: Sten  Motion passed with all in favor
- Motion to have CCSA pay for the national rankings fee for St. Cloud and MI Tech: Dave  2nd: Bryan  Motion passed with all in favor

Scott Wilson Briefing
- Overview: Draft calendars were handed out and the possibility of coaches as TDs was discussed.
- Comments: It was decided that Dave will be the assistant TD at Grand Rapids, Sten assistant at Telemark, Jim Tervo head TD at Regions, and Sten head TD at St. Cloud.

Action Items
 - Overview: Reviewed and discussed proposals.
 - Motion to remove U23s from automatic qualifications: Scott 2nd: Sten   Discussion before passing
Amendment to motion proposed: Add U23s with same criteria as WJC for the top 6 or 7 to the original motion. (In order to pre-qualify, the athlete's average place in the races will be used. Also, these races must also be CCSA NCAA qualifying events. For example, the 30/15 at US Nationals is a WJC qualifying race, but this will not be used as a pre-qualifying race for NCAAs since it is not a CCSA NCAA qualifying event in 2005. The above also holds true for NCAA pre- qualification via
U23 qualification.)
Amended motion passed with 7 in favor and 2 opposed.

- Motion to use points assigned by FIS to assess athletes: Joe
Lengthy discussion regarding FIS and USSA points.  Discussion about developing a system, the "CCSA Strength of Field Point System", and program to calculate and keep track of the points the athletes earn during the season.  Dave volunteered to help write/make the program and Bryan
volunteered to work in conjunction with Dave in developing this system.

Amendment proposed to use Continental Cup points first and the FIS-style system points in the case of a tie: Bryan 2nd to the amended motion by Kevin.  Amended motion passed with one opposed.

 - Motion to keep a two hour maximum delay and relax it if the competition is a two day competition: Joe 2nd motion by Dave.  Discussion  Motion denied with 1 in favor and the remainder opposed

 - Motion to eliminate the 2 hour rule: Dave 2nd by Kevin  Discussion
Motion passed with 7 in favor and 1 opposed

 - Motion Amend bylaw 2)D)5) so that it also includes this line 'The Chevron should be laid out as closely as possible to the specifications provided for by the FIS'.  2nd: Jeremy  Discussion
Motion passed with all in favor

New Business
 - CCSA Executive Committee
Overview: Sten suggested that the representative on the NCAA Rules
Committee should be the president of the CCSA executive committee.
- Officer Nominations
Presidential Nomination: Motion by Dave to elect Joe as CCSA President  2nd by Sten
Passed with all in favor with the exception of Joe
Vice President Nomination: Motion by Joe to elect Bryan as CCSA Vice President  2nd by Sten
Passed with all in favor
Treasurer Nomination: Motion by Scott to elect Scott as CCSA Treasurer  2nd by Sten
Passed with all in favor

 - Motion to donate $100 to the Jr. Birkebeiner: Scott  2nd by Sten   Motion passed with all in favor
 - Motion to pay $1000 fee to the CXC for membership: Scott  2nd by Jeremy  Motion passed with all in favor
